The feature that turns your physical library into digital entitlements just left testing, no Insider account required.
Xbox confirmed today that Disc to Digital is rolling out to everyone, not just Xbox Insiders. “This should now be available to everyone, not just Insiders!” the official Xbox account posted, adding that some players might need to restart their console to see the new functionality. The feature had been testing with Insiders since August 31, gradually expanding across the Alpha, Beta, Delta and Omega rings before today’s full release.
What Disc to Digital Actually Does
The feature lets you claim a digital entitlement for physical Xbox One and Xbox Series X games you already own, without buying the game a second time. Once claimed, the digital version unlocks perks that only came with digital purchases before, like Xbox Play Anywhere and Xbox Cloud Gaming where supported. Your physical disc keeps working exactly as it always has, so you’re not giving anything up, you’re just adding to it. Xbox says it’s “starting with thousands of titles” and will keep adding more over time. Each disc can only generate one digital license, and that license is revocable.

How to Claim Your Digital Entitlement
Getting your discs converted takes just a few steps.
- Restart your console first. If you don’t see the option yet, a restart is the most common fix, according to Xbox’s own announcement today.
- Insert a supported disc into your Xbox One or Xbox Series X.
- Launch the game directly from the disc, the same way you always have.
- Let the system claim the entitlement. This happens automatically once the game launches; there’s no separate menu to dig through.
- Check your digital library. The game should now appear alongside your other digital titles, with Play Anywhere and Cloud Gaming access if the title supports them.
Not Every Disc Will Work Yet
Support is expanding, but it isn’t universal. Major publishers have been rolling in gradually, Ubisoft joined earlier in September, and SEGA started appearing for Insiders just this week, but as of early September, some publishers including Square Enix and Atlus still showed a 0% success rate on tested discs. If you insert a disc and get a “not participating in digital licensing” message, that’s not a bug, it likely means the publisher hasn’t opted that title in yet. Worth trying again in a few weeks if your favorite disc doesn’t work today.
